Здравствуйте, скорее всего вы пользуетесь браузером Google Chrome.
Зайдите в настройки Tampermonkey, включите режим настройки «продвинутый»,
пункт Downloads BETA, дальше Download Mode: browser api
Перезагрузить ТМ, должно работать.
