I have previously been able to download videos even if I can't watch them on YouTube. What's changed?

Hi, I'm the US. I am unable to watch the video I'm trying to download as it's not been made available to the country. I've not had this issue before downloading from the same user with the same country restriction. I'm using the Safari extension
