Download stalls on YouTube

When I click the download button, I get this dialogue box and message.

"Download informationX_Filename: *NameOfYourVideoHere*.mp4Format: MP4💡 Do not close the page until the video has downloaded

The status stays at 0% indefinitely.  Never downloads.

I can trigger a download by setting the quality to 360p, but why won't higher res work???
