Not Allowing Music Videos

I am on safari 13.0.5, Mac OS 10.14.6

What I'm noticing is the video with music on them can con not be downloaded.

The button won't work. I used hard download to force it but then ill get  this

I think youtube has changed something to make it hard to download. Please help.
