Thank you for posting the answer/action; just my little detail/observation: The symptom start with

1 The green one click button: not function anymore about 5-6 weeks ago (roughly)

from my Google Chrome Downlowds page:

But still able to download throu the drop down menu.

2 Yesterday the drop down menu still can open but can NOT download anything - the size of the file shown a red '!' sign with a red circle around it.

3 Today as below picture
